Shawl Club (India) is an association of  WOOLMARK Licensees of International Wool Secretariat (IWS)/WOOLMARK Company. This was formed in October 1992, with the aim of promoting WOOLMARK symbol in domestic as well as in International Markets. Shawl club also helps IWS in protecting and safeguarding against the misuse of WOOLMARK symbol. It is virtually an extended arm of IWS.



International Wool Secretariat (IWS)

Operates globally to build demand on behalf of wool growers of Australia, South Africa and Uruguay. Its promotional activities are:-

      -   Technical innovation to answer market demand.
      -   Forecasting of color yarns, fabric and styles.
      -   Product development
      -   Global sourcing of information for each sector of wool industry.
      -   Trade and consumer advertising.
      -   Quality assurance and control.
      -   International consumer and Industry , Market research information.
      -   Commercial testing and environmental services.

 

Achievements of Shawl Club (India)


When the expenses increase and the income decrease with the reduction of levy on growers of Australia, IWS decided to commercialize WOOLMARK, and en cash the global recognition. In the year 1994, levied a heavy License fee US$ 5000 on each Licensee, big or small. Shawl industry was not in a position to pay it as this industry is entirely in small and tiny sector. Shawl Club (India) sent various representations to IWS and after a lot of discussions and presentations they came down to US$ 2000 fee. That too was much. At that time all the 35 members were on the verge of surrendering the License which IWS again reconsidered the decision and allowed formation of association of five Licensees under the payment of US$ 5000. Shawl Club (India) agreed to this proposal but demanded a holiday period of two years. again after  various meetings and discussions, IWS allowed a holiday period of one year provided shawl club will increase its membership strength to 35, which had come down to 22 at that time. Shawl Club gave a written undertaking and got a holiday period of one year. The concession was given only to shawl industry. This was a big achievement for Shawl Club (India).

From the year 1996, Shawl Club started paying the License fees in a group of five members. The recognition of WOOLMARK symbol kept on increasing. Today shawl club India has a total membership of 63 Nos.

During this period a situation arose when the new licensee had to train their staff for quality control of the products.

Fortunately Guru Nanak Dev University Amritsar started a University Linkage Program . Chairman Shawl Club  was was invited in the meeting which was held in the office of the Office of Vice Chancellor Prof.  G.S. Randhawa. Chairman of Shawl Club put forward a proposal with the consent of   I.W.S. for the establishment of  Textile Testing Laboratory and training of licensee in that lab.  Shawl Club got donated machines worth Rs 20 Lac to G.N.D. University from I.W.S. and also got 2 senior professors trained at Wool  Research Association Bombay at their expenses. Later Vice Chancellor sanctioned a separate department for this purpose and also sent a proposal to Ministry of  Textiles Govt of India for establishing full fledged laboratory which was sanctioned. Wool Board  gave the university Rs. 32 lacs for this purpose.

In Amritsar dyeing industry specially in shawl sector are illiterate. They only got training from their fore fathers. There was a dire need for the training of dyers and processors. Chairman shawl club India prevailed upon the vice chancellor of Guru Nanak Dev University and requested him to start a Degree Course of dyeing, Printing and Processing. He immediately gave this sanction and started a Degree course of B.Sc Hons. in Dyeing, Printing and Processing. This Degree course was later on upgraded to four year course of B. Tech. (Dyeing, Printing and Processing) and new department of Allied Chemical Science and Technology was created under the Head ship of Dr. S.S. Parmer, who is a very hard working and an efficient Professor. The placement of graduates coming out of this University is very encouraging.

In the year 1994, Govt. of India, levied a Excise Duty of 10% on Shawls. Shawl Club India, sent lot of representation and took very active part. Ultimately Govt. of India, withdrew the levy of excise duty on shawls and lohis.

Under Handloom Reservation Act, 1986, shawl was reserved for Handlooms, but its implementation was not there. Weaving of shawls continued on Power looms. In the year 1999, under the heavy pressure of the Handloom lobby the Industry Department became active and sealed some of the looms in Ludhiana. Shawl Club India again took up this matter with govt. of India, after a lot of representations and persuasions Satyam Committee was set up to study the actual position. This committee visited Amritsar and Ludhiana and after consideration with the Powerloom and Handloom industry submitted its report. The recommendations was accepted and finally Ministry of Textiles, Govt. of India issues an announcement Order No. SO 405 (E) Dated 25/4/2000 and allowed manufacturing all types of shawls and lohis on Powerlooms except on Jacquard of 400 hooks. This was also another big achievement of Shawl Club (India).
